HOOK NORTON PARISH COUNCIL

MINUTES OF A MEETING OF HOOK NORTON PARISH COUNCIL HELD IN THE MEMORIAL HALL ON THURSDAY 13 SEPTEMBER 2012 at 7.30pm

Present: Councillors: Shepley- Cuthbert, Kane, Hicks, Hayward, Brotherston, Casson, Leader, Watkins, Mrs Watts (Parish Clerk) and five members of the public

Minutes of Previous Meeting held on 13 September 2012 and Matters Arising

It was proposed by Cllr Kane and seconded by Cllr Hicks that the minutes of the previous meeting on 13 September 2012 be accepted as a true and accurate record and this was passed unanimously.

The Jubilee bench is now installed. Mrs Forest has kindly offered another bench for village use and Councillors thanked her for this. Cllrs will consider where this bench can be sited.

Cllr Kane had studied the playground annual inspection report and there were no matters to report.

Cllr Casson reported that villagers believe that the new owners of The Bell have stripped the bars out of the public house. Cllr Kane will contact the enforcement officer at Cherwell District Council to discuss.

Cllr Casson reported that R C Baker’s vehicles continue to use The Bourne, leaving behind a trail of mud etc. The Clerk was asked to write to the company.

Report of the Planning Co-Ordinator on Planning Applications Received

During September the Parish Council received five planning/TCA applications. There were no objections to four but Cllrs had objected to 12/00237/TCA – fell T1 x Beech at 1 Country Cottage, Watery Lane. Although the Parish Council’s objections had been registered within the 21 day time limit, Cherwell District Council granted permission to fell the tree on 4 October. Cherwell District Council’s arborist, Jon Brewin, told Cllr Kane that although the tree had a possible 40 years life left, by that time it would overwhelm the property. Permission to fell had therefore been granted. Cllrs were not satisfied with this decision and the Parish Clerk was asked to speak to Jon Brewin to see if a TPO (Tree Preservation Order) can be made.

Cllr Kane reported that the Bourne Lane Planning Appeal will take place at Bodicote House on 18 December over a four-day period. The Parish Council will not have its own representation (i.e. barrister) but will work along the strict guidelines issued by Cherwell District Council. Villagers wishing to speak to the Inspectorate about the proposals must register their names at Cherwell District Council Offices at 10.00am on 18 December, to be called to speak at any time during the four-day hearing.

Finance/Schedule of Receipts and Payments for Authorisation by the Council

The Clerk presented the schedules of receipts and payments and sought approval to pay the cheques itemised on the schedules totalling £3,300.38 for the Parish Council and £179.54 for the Memorial Hall. Cllr Kane moved acceptance of the payments detailed, this was seconded by Cllr Hicks and approved unanimously.

Cllr Shepley- Cuthbert said that the Clerk had produced a mid-year report which showed that the Parish Council had spent £29,500 of the £55.000 annual budget and therefore spend was on track.
