MINUTES OF THE MEETING OF HOOK NORTON PARISH COUNCIL HELD IN THE WAR MEMORIAL HALL, HOOK NORTON ON THURSDAY, 13 NOVEMBER 2014 at 7.30pm

Present: Councillors Kane, Hicks, Hayward, Brotherston, Griggs, Matthews, Henderson, Casson, Watkins, Mrs Watts (Parish Clerk), District Cllr Jelf (left 8.10pm) and one member of the public.

Apologies for Absence – Councillors Wright, Millar and County Cllr Reynolds

Chairman’s Announcements – there were none.

Declarations of Interest – there were none.

Minutes of Previous Meeting held on 9 October 2014 and Matters Arising

Cllr Hicks proposed that the minutes of the meeting on 9 October 2014 be accepted as a true and accurate record. This was seconded by Cllr Hayward and passed unanimously.

Report of the Planning Co-Ordinator on Planning Applications – Annex 1

Ten planning/TCA applications were received during October. Councillors objected to 14/01738/OUT, 48 houses on land north of Railway House, Station Rd; 14/01769/F demolition and re-building of former railway abutment wall in Station Rd; 14/01825/OUT, 54 dwellings on land north of the Primary School and south of Redland Farm and 14/01810/F, change of use of The Bell Inn public house to a six bedroomed house.

Cherwell District Council had granted five planning/TCA applications, including approval of access, internal roads, layout, scale and landscaping for the Bourne Lane estate.

To Invite Members of the Public to Comment on Planning Applications – there were no comments from members of the public attending.

Reports of Working Groups

Recreation – there was nothing to report.

Cemetery and Allotments

  1. Councillors thanked John Blackham and Elaine Priestly for the work they continue to carry out in the cemetery.

  2. The concrete waste bin at the top of the cemetery has to be emptied manually and will be de-commissioned. The Parish Clerk will order another green rubbish bin.

  3. All tenants bar two have paid their allotment rents. Red reminders have been sent to those who have not paid.

Environment – Cllr Hayward reported:

  1. He has received one quotation for a replacement fence at the end of Hollybush Road. Cllr Matthews will seek two more quotations.

Hook Norton War Memorial Hall – Cllr Kane reported:

  1. A SMART thermostat has been ordered for the boiler. Once installed, system operators will be able to dial in on iPhone to turn the central heating on. A movement sensor will turn the heating off.

  2. The oil tank has been flushed through and re-filled with oil. The heating system is now working.

  3. Cllr Hayward said that HNLC Group is considering long-term heating systems for the hall. Of especial interest is a forced-air electric system.

  4. A donation of £50 had been gratefully received.

Neighbourhood Plan (HNNP) Sub-Committee – Cllr Hicks reported:

  1. The PC has received three CVs from NPIERS for Examiners available to assess the HNNP and these are currently being considered. The preferred examiner, Nigel McGurk, is unavailable.

  2. District Cllr Jelf tabled a brief report on the current position of the HNNP.

Finance/Schedule of Receipts and Payments for Authorisation by the Council

The Parish Clerk presented the schedules of receipts and payments and sought approval to pay the cheques itemised on the schedules October totalling £3,730.54 for the Parish Council and £782.86 for the Memorial Hall. Cllr Hicks moved acceptance of the payments detailed. This was seconded by Cllr Matthews and agreed unanimously.

Report on District Council Matters: Cllr Jelf tabled a brief update on HNNP. The examination of CDC’s Local Plan is scheduled to resume in December 2014. There are some un-resolved objections.

Report on County Council Matters: County Cllr Reynolds had emailed details of OCC’s response to CDC regarding planning applications a) 14/01825/OUT, OS Parcel 6680 north of Hook Norton Primary School and south of Redland Farm and b) 14/01738/OUT, land north of Railway House, Station Rd.

Review of Standing Orders: this item was deferred until the next meeting.

Street Names: Land north of The Bourne and adjoining Bourne Lane. Cherwell District Council has written to the Parish Clerk asking for suggestions from Councillors for street names for the Bourne Lane estate.

Correspondence – the Parish Clerk had forwarded all correspondence to Councillors during the month.

Clay Bank Farmhouse Railings – OCC had reported that this matter has been resolved and the railings removed.

Dog Fouling – The Parish Clerk had received posters from CDC. She had encapsulated them and they will be positioned around the village.

Grass Cutting – Agency Agreement – the Parish Clerk had received a document from OCC varying the original agreement made between the Parish Council and OCC. The variance allows for 2 cuts per year together with cuts to visibility splays at junctions. Following a brief discussion the Chairman signed the document.

Grass Cutting Contract – the Parish Clerk reminded Councillors that the 4-year grass cutting contract with Aston Woodland Care has come to an end. The Parish Clerk will put an advert in the Banbury Guardian inviting companies to tender for the work from April 2015. Cllr Kane will meet Mr Bickley to confirm which areas are currently being maintained.

To Invite Questions and Comments from Members of the Public ­ – there were no matters arising.

AOB – there was none.

The next Parish Council meeting will be held on 11 December 2014 at 7.30pm in the Memorial Hall.

There being no further business Councillor Kane thanked everyone for attending and closed the public meeting at 8.43pm.
