HOOK NORTON PARISH COUNCIL
MINUTES OF A MEETING OF HOOK NORTON PARISH COUNCIL HELD IN THE MEMORIAL HALL ON THURSDAY, 13 MARCH 2014 at 7.30pm
Present: Councillors Kane, Millar, Usher, Hicks, Hayward, Watkins, Brotherston, Wright, Henderson (arrived 8.00pm) and Mrs Watts (Parish Clerk)
Apologies for Absence – Cllr Casson, County Councillor Reynolds, District Cllr Jelf
Chairman’s Announcements – there were none.
Minutes of Previous Meeting held on 13 February 2014 and Matters Arising
Cllr Hicks proposed that the minutes of the meeting on 13 February 2014 be accepted as a true and accurate record. This was seconded by Cllr Watkins and passed unanimously. There were no matters arising.
Declarations of Interest – There were none. Councillor Henderson was asked by the Chairman on arrival to declare any interests. He had none.
Report of the Planning Co-Ordinator on Planning Applications – Annex 1
Five planning/TCA applications were received during the month. There were no objections.
Cherwell District Council had granted five planning/TCA applications.
Cllr Kane had written a letter of complaint to the Chief Executive of Cherwell District Council following a planning officer’s decision to grant planning permission for a new build on land to the rear of The Police House in The Bourne. This was despite Parish Council objections. Cllr Kane is still waiting for a response.
Following a number of complaints from residents, the Parish Council has withdrawn its support of application 14/00095/F, Land north-east of Wychford Lodge Farm.
To Invite Members of the Public to Comment on Planning Applications – there were no members of the public attending.
Reports or Working Groups
Recreation – Cllr Kane reported;
a) A damaged bough has been removed from a willow in the play area.
Cemetery and Allotments – Cllr Usher reported:
a) ‘Friends of the Cemetery’ have made a new compost bin. They are now clearing brambles and other vegetation.
b) Dog walkers crossing the allotments must keep their animals on leads and clear up after them. Notices to this effect will be purchased and erected.
Environment – Cllr Hayward reported:
a) Dave Smith has started on the tree work he has been contracted to do.
b) A young whitebeam will be moved from its nursery plot to an area in Rectory Road.
c) There will be a meeting of Environment Champions on 18 March at 8.00pm.
d) There is a “weed” sycamore growing out of the beech hedge in the play area adjacent to a bungalow and overhanging its garden. Ben Acreman has been asked to look at it. It is big enough to need consent from Cherwell District Council to fell it.
e) A resident in Hollybush Rd has complained that brambles behind her house have taken over the grassed area. The Parish Clerk will contact OCC.
f) Cllr Wright was appointed to the Environment Working Group.
Hook Norton War Memorial Hall
a) The Structural Engineer has prepared drawings and the Parish Council is seeking quotations for repairs to the roof.
b) Cllrs were asked to consider the TOE2 report.
c) The Parish Clerk has changed electricity suppliers from NPower to Green Energy.
d) Cllr Kane handed £10 market fees to the Parish Clerk from Doug Marshall, owed for hire of the hall in January. Mr Marshall had given the market fees for March direct to the Parish Clerk.
Neighbourhood Plan Sub-Committee – Cllr Hicks reported:
The Hook Norton Neighbourhood Plan (HNNP) documentation will be completed by 31 March.
However there have been a number of challenges to Neighbourhood Plans recently where there is not an adopted Local Plan in place (Tattenhall, Cheshire and Winslow, Bucks). Hook Norton is in a similar situation, with Cherwell District Council having no Local Plan (the pre-hearing for the Cherwell Local Plan (CLP) is scheduled for 25 March, with a full hearing scheduled for 3 June).
Further, Oxfordshire Strategic Housing Market Assessment (SHMA) stated this month that at least 106,500 new homes will be required across Oxfordshire by 2031. This may affect the level of housing required within Cherwell and therefore may also require a revision of the HNNP.
Based on this, Councillors agreed that the submission of the HNNP to Cherwell District Council should be delayed until the committee has been able to update it with any revised housing numbers and any additional relevant points which may arise from the CLP.
Cllr Hicks has applied to extend the funding.
Finance/Schedule of Receipts and Payments for Authorisation by the Council
The Clerk presented the schedules of receipts and payments and sought approval to pay the cheques itemised on the schedules totalling £2,310.75 for the Parish Council and £148.50 for the Memorial Hall. Cllr Hicks moved acceptance of the payments detailed. This was seconded by Cllr Watkins and approved unanimously.
Parish Council Vacancy
Following the resignation of Roger Cooke, the Parish Clerk had displayed a statutory vacancy notice on the Parish Council noticeboards and on the village website. In the event of Cherwell District Council not receiving an election request by 18 March, the Parish Clerk will advertise the vacant post locally with a view to it being filled by co-option.
Heath Allotment Trust: Appointment of Trustees 2014-2015
Councillor Kane reported that Pauline Walters, Ray Gasson, Nigel Shields, Clive Timms and Derek Brotherston (representing the Parish Council) have agreed to stand again as Trustees for 2014 – 2015. Cllr Kane proposed that the Parish Council gratefully accept their offers to stand again and to appoint them as Trustees for 2014 – 2015. This was seconded by Cllr Usher and unanimously agreed.
Report on District Council Matters – nothing to report.
Report on County Council Matters – nothing to report.
Correspondence – The Parish Clerk had forwarded all correspondence to Councillors during the month. Cherwell District Council Spring Clean: – the Rainbows, Brownies and Girl Guides have agreed to carry out a litter pick in Hook Norton during April.

There being no further business Councillor Kane thanked everyone for attending and closed the public meeting at 8.25pm.
